Abstract
The author sees the town councils as pivotal points in an eventual decentralization of the state favorable to the different regions of the country. Two things however would first have to change in regard to the town councils: the relation between the mayor and the town councilors, usually detrimental to the first in the actual state of affairs in our Dominican society, although in reality the mayor should be the head and not the subordinate of the councilors - not their hostage (in the description of the author) - ; and the practice of the victorious political parties of treating posts in the town council as spoils to be distributed among those who gave their support during the election campaign.
