Abstract

As she asks for a national involvement towards development and a more democratic style of government, the writer
suggests a political agreement as a way to establish priorities and participation in a national level. In order to increase and improve health programs, she suggests thirteen well formulated goals. However, having in mind the long crisis in public health programs, those suggestions will demand immediate and serious attention.
