Disasters as a process: investigation about quick response after Haitian earthquake

Abstract
Disasters don’t respond uniquely to natural components, but also to
preexisting vulnerabilities in societies. In a first part, this article gives us a
summary of situation in Haiti before the earthquake, showing that a reality
made up of poverty and exclusion for the most part of population contributed
to the occurred disaster, essentially. Using a quick response methodology,
the author examines, in a second part, logistic and helps processes that
Dominican Republic gave to Haiti, identifying groups and agencies involved
in response jobs, examining information flows and decision making
between governmental and no-governmental organizations, needs and
resources demands form people affected by the tremor, and logistic for helps
management and distribution.
