The author urges that the terms of the negotiation for a free trade area of the Americas have to change radically, if the Latin-American countries are not to be the great losers once this agreement comes into force. He bases this ominous conclusion on three things mainly: 1) the conditions on which Congress granted the executive branch authority to negotiate the participation of the U.S. in this free trade area on a fast track (Trade Promotion Authority); 2) the current handling of trade with the Americas by the U.S.; and, finally, 3) the results of NAFTA until now.
