Abstract

The article summarizes a proposal for a world democracy that responds to the
international calling for reforming the UN. The proposal was formulated by a
group of young Catalan intellectuals, who organized a think tank of the Group
of Rome, under the name tt30. The proposal is a draft of an institutional model
that, without neglecting efficiency, will ensure, at the same time, as much
democracy as possible. The model draws on the European Union experience.
The proposal is organized around the following core ideas: 1) a world
structured into nine regions, that will operate in a way similar to the actual
European Union; 2) a legislative power, constituted by a Global Parliament
with two Chambers; 3) an executive power (with a General Coordinator),
made up by two councils, the Peace and Security Council and the Economic,
Social, Cultural and Development Council; 4) and, a judicial power, composed
by six courts, the International Penal Court, the International Economic Court,
the International Environmental Court, the International Justice Court, the
International Social and Cultural Court and the Litigious-Administrative
Court.
